Utility Diversion Scheme
Client: Transport Initiative Edinburgh
Dates: Jan 2009 – Sep 2009
The project was an enabling works package to divert and move utility services in the highways to accommodate the trackbed for the new Edinburgh Tram Scheme. The works were spread across Edinburgh from Newhaven Quay to Edinburgh Airport.
Paul was appointed as CDM Advisor and Construction Health and Safety Manager to Clancy Docwra. Appointed as a full-time resource to the project in the centre of Edinburgh.
Paul was appointed as a full-time safety resource to the scheme initially to assist the team following a number of utility strikes on the project. Clancy Docwra had recently taken over from another major civils contractor whom had left the scheme due to significant cable and utility damages creating numerous service outings across the city.
The appointment required not only supporting the discharge of Principal Contractor duties but driving culture improvement and change within the multi-utility teams working onsite. Starting with investigating incidents, regular inspections of the site led to development of strategies to retrain the team and site operatives. Changing working methodologies that led to a zero-cable strike rate over the last 3 months of the utility diversion scheme.
Paul’s previous working experience with the client and working in the highway’s environment, provided a good understanding the processes and procedures required to achieve the standards expected by Transport Initiative Edinburgh.
