West Lane Hospital Redevelopment

The West Lane hospital site was completely redeveloped over a 5 year programme in a number of phases. The project included building a new energy centre, numerous new build elements alongside the refurbishment of some of the existing site.
Paul Foxton was appointed as CDM Co-ordinator to Tees Esk & Wear Valley NHS Foundation Trust for the project.
His role included supporting the Client with the identification of relevant Pre-Construction information, identifying gaps in the existing records and recommending relevant surveys.
Paul was appointed from the feasibility stages of the project with involvement throughout the design stages, liaising with the design team, facilities management team and hospital departments to manage the design risk process identifying relevant project health and Safety risks, giving solutions.
Paul’s input provided phasing options that minimised disruption to the daily operation and ensured patient safety and adequate segregation was considered.
There were a number of key challenges with the West Lane Project, first the site was a live operational mental health hospital with a mixture of high risk patient groups including children. The project was heavily phased and part of the CDM advisory services were to ensure continuity of service.
As part of the design stage development, regular stakeholder meetings were undertaking to plan the project and develop the programme. The phasing was developed around the discussions and led to a successful outcome.
Our experience from previous projects provided significant value to the project. Giving solutions to the future access and maintenance risks. Paul led the design team through the Design risk management process holding regular workshops ensuring hierarchy of control was considered in addressing all design risk. Considering modern methods of construction to the latest in safety related products to give a balanced effective solution.
